This is a permanent visa for people to migrate to Australia whose only remaining close relatives are usually resident in Australia.

To be eligible you must have an Australian Citizen, permanent resident or eligible New Zealand Citizen brother, sister, parent (or step-equivalent) who is resident in Australia and is willing to sponsor you.  Also, you or your spouse cannot have any other close family living outside of Australia.

With this visa you can live in Australia permanently, work and study and access certain social security benefits and ultimately, gain Australian citizenship.
